Internet Explorer 11 Recover Webpage All The Time

My company is using a web application in Internet Explorer 11 for our business from many different locations around the country. In some locations with slower network connections, the application naturally takes longer to download the data itneeds.If the user get impatient and clicks again (which users often do), IE 11 pops up that yellow bar across the bottom that says 'AbcServer is not responding'.

Oct 24, 2016  Ever since the Windows Anniversary update my laptop has become extremely user UNfriendly. I am forever having to tap the 'recover webpage'. I have already reset the IE11 to default settings and I have disabled all of my add-ons (I read somewhere that perhaps the add-ons were corrupt) and I still have not solved the problem.

The bar includes a 'Recover Webpage' button and an X to just close it.If the user just waits, the application actually works.It seems like the user won't get the 'not responding' message until about 10 seconds of waiting, and then it happens only if they click somewhere in the IE window again.Can this timeout value be adjusted?
